Completely empty cartridges not attached to a battery are considered landfill waste. If the vape pen has a detachable battery, you can dispose of the battery separately at a Household Hazardous Waste Collection Center. If there is any liquid or if the vape is attached to a battery, they need to be disposed at a retailer that offers drop-off boxes or check with the manufacture.
